From a no-expert: I read the service manual and a passage in there says be sure to "return the shims upon mounting the master cylinder".. I wondered why my BJ8 brake master did not have shims but the clutch did. Note that the shims are only used on the clutch master, as the rod is not adjustable but on the brake master the rod is threaded and adjustable. This shows the importance of the shims in proper place. Some earlier cars had both masters with adjustable rods. Mixing up the shims in their location, or leaving them out upon assembly, could have an effect on the working of the masters. The book is confusing and field rebuilds could be done improperly. Worn parts also play a part in the adjustment. Slipping clutch/overdrive
I, for one, don't necessary expect a 'correct diagnosis'--or any diagnosis, for that matter--when I pose a question to the List (or a forum). By the time I post an inquiry, I'm usually out of ideas and I'm just looking for a few more. Even absurd ones (first I've heard of this particular issue, though I'm well aware of the function and frailty of the foot valve mechanism). But that's just me.
