Anyway, it's easy to make a Healey VIN plate. You can buy the blanks from Moss. If you don’t have a title to the car in question Oregon will not issue you a new title. We do not have that bond process like some other states do. I am an Oregon attorney and I know Oregon motor vehicle law. I appreciate all the suggestions but I just need a title.
