It is a cover for the water passage at the front of the engine block and next to the water pump. Maybe a different version of the engine had a different water pump or a bypass of some kind. It isn't related to an electric choke switch (AKA otter switch) because
those switches have a symmetric triangular bolt pattern while the bolt pattern on this cover is asymmetric. </div>
