?SACRAMENTO, Calif. (AP) ? California's governor and legislative leaders on Wednesday proposed raising $52 billion to fix the state's roads through a big gasoline tax increase, higher car registration fees and a charge on emission-free vehicles.<br>

The 10-year plan would boost gasoline excise taxes for the first time in more than two decades, raising them 12 cents per gallon ? a 43 percent increase. The tax would rise automatically with inflation.<br>
<br>
For the first time, owners of zero emission vehicles would pay a $100 annual fee because they use public roads but don't pay gasoline taxes that fund highway maintenance.<br>
<br>
The plan also includes a sliding fee on vehicles, with owners of cheaper vehicles paying less. <br>
<br>
The fee, separate from annual vehicle registration fees, would range from $25 a year for vehicles worth less than $5,000 to $175 for cars worth $60,000 and up.<br>
Gov. Jerry Brown said the plan would cost most drivers less than $10 per month and would be offset by reduced vehicle-repair expenses??<br>

The problem was the soldered bullet connection on the green with white wire inside of the rubber boot at the lamp socket. That is the one thing I did not check because I had not expected it to fail. I installed a new wiring harness 6,000 miles ago but I reused original bullet connectors. I am surprised it worked this long.<br>

The right hand front signal light stopped flashing. The rear lamps flash normally when the switch is operated. The left one works as it should. All lamps are good. When I turn on the headlights the running lights illuminate. I installed a known working 1157 combination running and signal light and it would not flash When I test the flasher unit per the workshop manual by connecting the terminals B and L and operating the direction indicator switch the flasher lamps do not operate, thus the flasher is good. Testing the brake switch overriding relay per the manual gives the following results:<br>

Connecting terminal 2 to terminals 6 and 7 ? right hand rear lamp flashes but the right hand front does not.<br>

I put Nexens--Korean, I believe--on our 100M; it was the only brand <br>
available at the time in the 'correct' size (165/80R15). They've been OK <br>
so far, but I haven't had them in the wet.? Oh, they were about $40/per <br>
at WalMart.<br>
