I don't think the punch would be any worse than the drill, and
without it the bit will likely skitter across the surface, doing
more damage than the punch. I think it's risky no matter how you do
it, but at least the tape gives you a sporting chance. What do you
need to drill, after painting?<br clear="none">

under--if the underneath is painted, too--the area
to be drilled is about all you can do to prevent
chipping. Make sure you use a sharp bit, and a
variable speed drill so you can start slow to
