There would have to be a path (leak(s)) for the "micro bubbles" to escape the hydraulic system. Bubbles will not migrate down, only up. Seems like the micro bubbles would end up trapped at the nearest high points in the system.
Or the system has a lot of leaks at the high points.Gary H

The method that seems to work the best, after bleeding out the system the best you can, is to shove a 2 x 4 between the seat frame and brake pedal, pushing it down with some pressure, then leaving it like that overnight.
