Try connecting wire from the battery directly to ground.

When trying to start the car the starter would short out and the electrical system would completely shut down. In checking the battery connection, it was discovered disconnecting and reconnecting the ground from the battery the electrical system became live. There must be a GFI type of device in the wires to and from the ignition switch. I doubt it was installed at the factory, maybe by the restorer? What am I looking for under the dash? It is a great idea, however I want to know what is it and where it is located.
