An aircraft squeezer with a variety of heads would work for that.

One similar to this that uses different heads will work, you may find used ones for less:

I have used one like this for squeezing solid rivets when building my plane, it has an adjustable depth to account for different thickness materials. The heads accommodate flat or cupped rivets.

Has anyone come up with a rivet squeezing attachment which will work on the 13 x 1/8" flat head rivets across the rear shroud rail at the bottom of the boot lid?

I have done these with a hammer, buck and punch in the past but would much prefer a squeezer for the job.
