[Healeys] British number plates

You might have a problem purchasing a number plate in the UK. You will have
to have proof of ownership to get one. This law was bought in because
thieves were changing plates on stolen cars.

However, you might be able to purchase a kit to assemble your own but the
government might have already thought of this.
