[Healeys] Tapped Plate Dimensions

That plate on my BN6 measures 3-1/4” L x 1” w x 3/16” Thick. The ¼-28 taped hole is not centered, measuring 1-13/16” from one end to its center.

I am looking for the dimensions of the tapped plate, item #19 in the picture below. It is part of fasteners to attach the rear wings.  I know the hole is tapped ¼-28 but what is LxWxD of the plate? Is the hole in the centre?
