Ron,
If you remove the top cover in situ, you should be able to move the rocker
shaft up and down, maybe by tapping it with your lead hammer from bottom
and top.

You live near the ocean don't you? Maybe it rusted in place in the last few
months.

If you decide to drain the oil out, don't undo the front plate more than
1/8" or so for fear of unseating the rear bearing.

You could drain the oil then fill up the box with kerosene and see if you
could free it up.
