When I bought my 100 about 30 years ago the engine number was stated in the US title (imported from the US) as the car number, even the chassis number plate was still with the car. Was some work to get it right as the customs tax documents also showed the engine number as the official car number.

Strange rule, the engine doesn’t have anything to do with the identity of the car itself. Unless the vin and engine numberd are the same. Over here the engine number id not even recorded anywhere. How is it in California, id the engine number recorded in the state car register, if it is I would understand the rule.
