I did some more searching and found:

Yep, a farm/tractor store.  I bought 3 dozen quarts; enough for 4 changes plus topups.  Shipping was reasonable; about $1/qt. (and no tax for me in CA; of course, I'll claim this on my tax return next year ;).  I did clean out their internet warehouse, but they'll drop ship from some of their stores at no extra charge.  I told them they might get a 'rush' on this after I let you guys and girls know; they said bring it on (sort of).

No clue why it's been otherwise embargoed in CA.
