Here is what snopes has to say  "mostly False but partly True"  Depends on what the meaning of IS is.  After reading the entire article I still don't know what it said.  Apparently it has been illegal to remove the emissions control system from any car for any reason?  http://www.snopes.com/epa-seeks-ban-racecar-conversions/
