BUT, if they have no idea that the registries exist - newbies to the marque,
for example -- then we are back to square one.

Oh, they are out there. I saw a 100M (from CA) for sale on eBay a few years
ago - non numbers matching and non standard trim.

 

Several months later the same car showed up for sale by a dealer in Palm
Beach, FL. Now the trim had been re-done and it was a numbers matching car.
???!!!!  Dealer refused to answer my emails and I finally got him by phone.

 

Bottom line, IT WAS HIS CAR AND HE COULD DO WHATEVER HE WANTED WITH THE
NUMBERS!  He also stated that I should never call him again!  :-)  

 

If buyers do not contact registries, they have nobody to blame.
