Clean them and apply charcoal grill hi-temp paint. I did if on my E-type manifolds and it lasts a long time and looks great---cheap also.

to me after 71,500 miles. There is some browning of the silver coating
visible in places now, which may be surface rust beginning to show again,
but I don't think every 20 years is too frequently to have to reapply it.
