[Healeys] Holes in Painted Surface

Use a punch to make a small dimple at the center of the hole to keep the drill bit from "walking".  

Drill normally.  

Treat bare edges of hole with a metal prep solution to prevent rusting (if the material is subject to rust). 

Prime and paint edges.
