Short answer: Because a 'rebuild'--or just about any 'repair'--will cost at least $200, and is unnecessary if the speedo is otherwise working well. $25 (+ shipping, tax) plus a couple hours' work vs. $200+ (+ shipping, tax) ... owner's call.
FWIW, I've done both; just depends on the condition of the speedo.

Why not just send them the speedo to rebuild. They will install another gear if required and charge acordingly. They are not going to sell a gear alone because they need them to repair what comes in for rebuild.

Bakelite, perhaps?
I've had speedos with both types of gears; I think the Bakelite ones are actually a bit sturdier. The plastic ones tend to crack radially, which causes the indicator needle to bounce regularly, proportional to speed.
