No, it spins just fine when it is off the car. The motor was rebuilt about 4000 miles ago. I suspect the pinon gear is still binding on the worm gear even though I took steps to correct it by taking most of the backwards and forwards free play out of the armature shaft.

Sounds to me like your starter motor is knackered.  I bet connected direct to a battery off of the car it still turns slow.
