The oil slinger does not use the key way to hold in place. It is pinched 
between the crank pulley and the crank gear

I don't get it.
There is a camshaft gear, an oil centrifugal washer and the damper/fan
belt pulley. There are two wudruff keys, one for the cam gear and one
for the damper. Everything should be fastened with the big nut to a very
high moment. There should be no gaps. If there is any gap then things
will break I think. I don't think there is any problem if the
centrifugal washer is not aligned with the wodruff key. You have to use
shims to align the cam gear with the gear on the cam. If the fan belt is
unaligned I suppose you can use shims there too, or move the pulley on
the water pump a little.
