Greg, Yes, run it dry without water to bed the carbon seal or try to 
run it with a bench grinder as Moss Motors describes in this link.

I could not run my home rebuilt water pump fast enough with my bench 
grinder (lack of power) so I just installed it.

BTW, I had a machine shop take a couple thousands off of the impeller 
seat to make the surface smoother.
