[Healeys] Voltage Regulator

As a solution/slurry in water.  The sodium and bicarbonate need to be ionized to react properly with the acid.  
Theoretically, the water in the acid will facilitate, but the bicarb works better in solution (plus an aqueous solution 
will get in the nooks and crannies better).
