Colorado allows you to pair YOM plates with Collector plates. You just have to
carry the paper work and the Collector plates with you.
As simple matter of filling out a form, sending it in with scan of the YOM
plates and they send you back the pairing paperwork.
Supposedly only to be used during club functions.
