Adding to Bob`s comments:
As far as I know the early Dunlop disc brakes where not really ready for mass
production. Brakes needed some temperature to work well, brake pads wore very
fast, brake performance was rapidly going down in cold and wet. Maintenance,
change of brake pads, etc. was not an easy job.

Several reasons:
1) Money
2) Parking ('emergency') brake setups are problematic/barely effective with
disks
3) Not generally necessary for 'street' cars (some modern economy cars still
have rear drums)
4) Money
