If it ain't broke don't fix it. Check for cracks and serious oil
contamination. If all looks OK, reinstall.
If the rubber is gone try to find out what the hardness of the rubber
was originally, as this is a factor in the damping, and have new rubber
applied and vulcanized according those specs.
Silicon may not be appropriate, I think it has less energy absorbing
qualities, not sure though.
The most important bit is to have the parts very well centralized in a
jig when fitting the rubber.
