[Healeys] Fuel tank strap bracket

I compared my new Kilmartin strap with the one shown in my original 
parts book for a BT7 tricarb. There is no attached washer; just the 
"D" washer that would be on the bottom outside of the boot floor on 
the "T" bolt.
