[Healeys] Restoration question

I am replacing the inner and outer sills on my BT7.  The hinge pillar and
shut pillar are still in place. The question is do you weld the inner and
outer together and then install, or is necessary to first install  the inner
and then the outer? With the pillars in place, if I install the inner then I
can't get the outer in place. Any advice is welcome.
