[Healeys] Silicone vs Glycol (natural or otherwise) brake fluid

How modern?  My son's '96 Cherokee sprung a leak from a rear (drum) 
wheel cylinder and the DoT3 blistered and removed almost all of the 
paint from the backing shield.
