Perhaps grinding down the bolt heads to about three mm thick and/or 
fitting them without washers (use Locktite instead to secure) will give 
you sufficient space?
Problem with spacers is that you often have to change the wheel studs or 
bolts for longer items as well.
Universal aluminium spacers are available in many thicknesses and wheel 
bolt patterns, have a look at ebay
