[Healeys] Voltage regulator issues BJ8

It is quite common for new VRs to be completely out of adjustment.
Follow the VR adjustment procedure in the factory workshop manual, it
is very detailed - that should fix your problem.  The VR should be
cutting out by 17 volts!
