If you want central air-conditioning, then forced-air heat with a furnace is 
the way to go.  If not, then consider radiant heat in the concrete floor. 
We put this in our new 24' x 36' garage/shop, using a propane water heater 
instead of a furnace.  Very comfortable even at relatively low air 
temperature, as your feet--and whatever other parts of you are in contact 
with the floor!--are warm; we keep it in the low 50s and are happy.  We have 
2x6 walls and plenty of insulation, and the building maintains its 
temperature with very little fuel use.
