[Healeys] Rear Hub Issue

Fellow Listers,
In replacing the bearings in the rear hubs, the workshop manual states that
"the outer face of the bearing spacer should protrude from .001" to .004"
beyond the outer face of the hub AND THE PAPER WASHER when the bearing is
pressed into position." This doesn't seem to make sense to me because then the
paper washer could not be compressed by the axle flange to provide a seal.
What am I missing?
