[Healeys] Wavy Washer

Lock washers usually go under the nut.  Is a wavy washer considered a lock
washer?  When I removed my ignition switch, such a washer fell out and I did
not see where it came from.  Should it be between the switch and the back of
the dash or under the lock nut in front?  My switch is having a tendency to
loosen and turn when I try to start the car.
