Bob,
 Early intake closing is favorable to power at low speed. Laterclosing of
intake assists at high engine speed. Late opening of exhaust valve helps
power at low speed. Early opening of the exhaust valve improves power at top
speed. As to high lift. It creates a lot of overlap duration. Not sure what
it affects the most.
I'm sure someone will chime in and set me straight if I've misspoken.
