I have black plates on my 1960 Bugeye also that were not the original
plates to the car. Black plates were assigned to my car in 1963 like
everyone's car in California at the time. It did not matter when your car
was made prior to 1963, you had to replace your year of manufacture plates
with the black and gold plates in 1963. If the DMV let you keep your
black plates, either you or a previous owner had to prove they were
assigned to the car in 1963 with a "pink slip" showing the black plate
number or similar proof to get it registered. These days the DMV allows
"Year of Manufacture" plates for cars prior to 1963.

56 BN2 (without the black plates, still looking for YOM plates)
60 AN5 (with the original black plates, I had the pink slip from 1971 for
proof)
