[Healeys] Tool sander question

I want to get the paint chipping on the Healey frame blended/feathered
or filled with putty before painting. Primer is not filling up the
chips. Harbor Freight has a few sander choices and air is probably less
weight and smaller than electric. Right?
Should I get a random orbital jitterbug that uses rectangular strips or
a random orbital that uses the round pads?
