Peter, I believe trying to keep track of whether a car is running or not
running would be an exercise in futility.  A car that is running today might
be not running a year from now, or vice versa, and I would never know unless
the owner told me.  It's hard enough just to get owners to tell me when a
car changes hands, so I don't try to keep up with whether a car is running
or not.
