[Healeys] Chassis ID plates

Hi, Bill -

The oval VIN plate was introduced on BJ8s at roughly chassis 40XXX.
"Roughly" because it was not a clean change at a given chassis number.  The
earliest car recorded in the BJ8 registry with an oval VIN plate is 39603.
