Based on the handy work of the EPA, it appears that there is a lot of room for them to play games with the racing community. Cars built prior to required pollution equipment and purpose built race cars should not face any issues. However, what they wrote clearly gives them the ability to be difficult on those have modified cars that were originally delivered with pollution control devices that have been modified or removed.
