Yes in Europe we have to replace the ATL fuel cells every 5 years and the technical control has no mercy when the expiry date has arrived. And indeed you can use these fuel cells for another 2 year with a factory control but this control is more than half of the price of a new one because of the package and sendings costs. Only way to escape : fitting an old original fuel tank, no matter how rusty inside and it doesn't matter if it is more than 60 years old! And the original tank doesn't need foam inside! That all makes sense in very twisted ways: steel is lasting longer than foam. And also : if you can buy an ATL fuel cell ( instead of leaving the original tank alone), you can buy one every 5 year.

I opened up the fuel cell in my ’67 Morgan racer (hadn’t been raced since 1989) and found nothing but gray powder inside the bladder. I was told it DNF’d its last race “something to do with the fuel pump” (there were two). I don’t know how long it takes foam to turn to dust when it’s not soaked in fuel but it seems plausible that disintegrating foam might have been the cause of the DNF.

I have a Fuel Safe Sportsman fuel cell. I’d always been under the impression that these things aged out. My vintage organization does not require certification or date tags, however, unlike on seat belts. 

I called Fuel Safe, talked to a helpful tech, and he said if the bladder isn’t leaking, if the foam isn’t breaking down and showing up in the fuel filter, and the bladder is still flexible, no cracking, it could last for 20 years. 

It should be inspected, but they were not pushing to sell me a new one. Just saved $700 bucks. Makes you wonder about the FIA language, should you be planning to race in Europe: 

2 FUEL BLADDER LIFETIME 
No fuel bladders shall be used for more than 5 years after the date of manufacture, unless reinspected and recertified by the manufacturer at the end of this 5 year period, for a supplementary period of up to 2 years after the date of recertification not exceeding 7 years after the date of manufacture.
