Can make full revolution by hand at the crank. Engine is fine just need the starter to turn it over.

Are you sure you engine will turn over? I had something like this once when my distributor froze up and prevented the engine from turning over.

I appreciate all the comments and suggestions but ... after some wrenching and parts swapping the Solenoid is not the culprit to my problem. The starter sounds to engage but does not turn the engine over (?). I put a wrench on the crank and I can hear the starter disengage (?). All connections and grounds are good so I assume it is the starter thought is seems to test OK on the bench (?). Used a battery charger for all tests including bye pass battery in car to eliminate possible weak battery.
I seem to remember much earlier threads about all the choices of gear reduction starters on the market with most people on the list recommending the units Ted is offering as the most reliable and trouble free. So this cheapskate is paying his dues and is placing an order on Monday.
I just hate electrical gremlins and all this New England Snow,

Are you guys not using the gear reduction starters? The built in solenoid in the starters is a very reliable part. If you’re using a solenoid to activate the solenoid, I think you have one too many.

We went with as an emergency repair to replace a broken Lucas at the track on a Sunday. They were the only ones in the town open that had anything. The counter person spent an hour researching what they had that would work. It works. Very reliable.
I think its actually for 60's era Ford trucks. The Tr4 does not seem to mind or be insulted by it any way.

PS I have inspected and tested the starter, and had it tested at the local Advance Auto Parts and it functions just fine(?).
