My experience when working with fiberglass to metal is that you need an epoxy resin for it to bond. The West Systems marine grade epoxy does an excellent job and has fiberfill to get the consistency you want.  Used it to blend in all my fender flares and head fairing.

They sell this stuff at the Lowes home improvement store near me.  I bought some a couple of years ago but have not had the need to use it yet so I can’t say whether it’s any good or not.
