A couple of questions:
Are these new carbs or used and have you verified the same jets and
chokes on each?
Is that black coating something you painted on or is it something that
might have required some sort of dipping process (maybe partially
clogging a passage)?
Have you verified that the carb mounts do not have an air leak? Your #3
might have an air leak at the base.
2500 -3000 RPM is the RPM range where the idle circuit is transitioning
to the progression circuit. Your idle jet size and mixture screw
adjustment may be giving you a lean condition as you are transitioning
between the idle circuit and progression circuit. And also check to see
that your progression holes are open.
