It's mentioned in "More BS about TRs" (which I think is the publication you are referring to). But he did not give the details of
how to shorten the rack to fit the TR3, nor even how much to shorten it. (But I'm guessing it's about 2" on each side.)

I'll add that, in my opinion, the stock TR3 cam & peg steering is a much misunderstood design. Properly adjusted and in good
condition, it actually works quite well. I run wide, sticky tires and drive my TR3 to work everyday. I'll occasionally use two
hands (like when taking a 35 mph freeway ramp at 70 mph) but mostly I drive with one hand or even thumb & forefinger. Only takes a
flick of the wrist to change lanes. While no one would ever mistake it for power steering, it is a match for any manual R&P car
that I've ever driven, and quicker than most.
One of the biggest problems is that people try to compensate for wear by tightening the adjustments. Bad idea. If it's worn, you
have to replace the worn components. Wear in the bushing is particularly bad, because it lets the peg tilt and bind against the
sides of the slot in the cam.
