I think the truest thing that can be said (at least in the initial engine
design) is that the two are designed in tandem.  Most likely the designer
figured out what sort of cam he wanted and made sure that the lifter
diameter was appropriate.

After that, all bets are off because of the limits of what you can do in
terms of lifter size.  Thankfully, the Mk1 Spit engines had enough metal to
bore the channel in order to install larger lifters.

It is usually the cam that is designed for the lifter, not the other way 
around.  As Randall said, the rate of lift or the slope of the lift 
curve can be greater with a larger lifter.  If you can make the rate of 
lift greater, you can get more lift, which is a good thing.
