[Fot] Heartland park rules/elegibility

Good clarification but it could use some added certainty. I'm not hauling a
car from Oregon to Kansas to be considered on a "case by case" basis. I
understand that no sanctioning body wants to say that "anything goes". Last
year we were able to tell the FOT racers that they would be able to race, but
they would be counseled on the correctness of any modifications to their car,
and would be expected to make the required corrections next time.

It's really not an issue, we didn't have any cars that were that far off the
mark, though there's a few when someone comes a long way they don't want
surprises.
