Well, I left out some details. Basically, any responsible ISP should be
willing to take action against their customers who are spammers. But some
ISPs are "spam havens" and will not take action. If they had an abuse
address registered, I usually reported the spam the first time, and only
blocked them for a second offense. Also, since they were my filters (as
opposed to my ISP), I could collect the spam and occasionally sift through
it for possibly important messages.
But I'll agree that no system is perfect.
