I'm no lawyer (how many goofy statements start like that?) but as I recall it's a big no-no for a manufacturer to try to enforce a minimum price, never mind prohibit discounts. Of course the retailer might be lying to you, but the FTC considers price fixing to be a criminal issue, not just some little business faux pas.
