Last I heard, the costs were actually substantially higher for those wearing
helmets.

Something about a funeral being cheaper than 20 years in a hospital bed.

Arguably, requiring full body armor 24/7 would also save lives, what with
drive-by shootings and all.  Call me "stupid", but I'm not doing that
either.
