That's what I believe too; glad someone came up with hard evidence to
support the theory.

As mentioned, there is a Federal mandate for 10% ethanol that took effect
early this year.  However as I understand it, it only requires an average of
10% in the fuel sold, which likely means that fuel blended near the ethanol
refineries will get more, and fuel blended far from an ethanol source will
get less.
